| PROPOSAL #1 | TRADE DEADLINE CHANGE |
| PROPOSAL REASON: | Proposal: Move the trade deadline to August 1st in the League Manager calendar.
Reasoning: The current deadline of September 1st allows teams to make trades up until one month before the MWBL Playoffs, which can lead to an imbalance in team strengths and last-minute trades that may not reflect the true competitive nature of the league. By moving the trade deadline earlier, teams will have less certainty about their playoff prospects, leading to more strategic and balanced trades. Additionally, a player’s MLB performance for the following year would be less of a sure thing. Playoff teams often can get productive players for peanuts because a rebuilding team would rather get anything at all than hold on to a player they will cut due to poor performance the next year. |

| PROPOSAL REASON: | Proposal: Expand Playoffs by 1 Wild Card Team.
Reasoning: The lowest Division Winner would play the 3rd Wild Card Team in the Wild Card Round. But the Division Winner would have a Ghost Win and only have to win one game of a two-game series. The 3rd Wild Card Winner would have to win both games of the two-game set. The winner would move on to face the #2 Division Winner. |

NEW RULES ADOPTED
All teams are required to roster a minimum of (3) catchers totaling at least 1500 PR.
- If, at the end of the annual draft, a team has only two catchers on their 50-man roster, the team’s final draft pick (whether carded or uncarded) will be released. In its place, the Commissioner’s office will add a catcher to help the team meet the minimum requirements.
- If a team chooses to roster the minimum, (3) catchers, the third catcher must have a PR of at least 100.
Reason: Teams need to field a roster that includes proper coverage at all positions, not relying on players not getting injured, even if they appear to have enough coverage with 2 catchers.
930 Innocuous Player Playoff Threshold
(1) 930 innocuous players do not need to meet PA thresholds to appear or start in playoffs; however, they can be downgraded unless the player receives 75 MWBL PA
- Catchers’ arms: For every (up to) 10 PA below the minimum 75, their throw rating will be lowered by 1 to a maximum of 5 rating losses.
- Example:
- 74 PA 4 arm adjusted to a 3 arm.
2. 64 PA 2 arm adjusted to a 0 arm.
3. 3 PA 1 arm adjusted to a -4 arm. - Steal Success: For every (up to) 10 PA below the minimum 75, their steal success was lowered by 1 (no maximum rating loss)
- Example:
- 74 PA 34 success rating adjusted to a 33 rating.
2. 44 PA 32 success rating adjusted to a 28 rating.
3. 5 PA 36 success rating adjusted to a 29 rating.
(2) Additionally, the steal rating will be set to ‘N’ to prevent any steals from that player.
- It is the team’s responsibility to inform the league office before the series begins so the steal rating can be altered, however, it is encouraged that each team reviews their opponent’s roster to be sure each team is in line.
b. If any series has begun, adjustments cannot be made, and the teams will have to come to an understanding during their series.
c. It is NOT the Commissioner’s Office’s responsibility to look over Post Season rosters
d. Micro-Manager: When a Micro-Manager must be used in the playoffs, due to an owner’s availability, they will not be expected to follow any rules limiting a player’s entry to a particular inning.
