| PROPOSAL REASON: | Proposal: Playoff seeding should be based on a team’s record, regardless of whether they have won their division. However, Division winners should always be given home-field advantage over a Wild Card team.
Reasoning: Example: In the NL this year, the NL Central winner will automatically be given the 3 seed, so the 2 seed will get the easier draw in the Divisional Series. The team with the best record should always be given the opponent with the lowest winning percentage in the playoffs, regardless if they are a Division Winner or not |

| PROPOSAL #2 | BALANCED SCHEDULE |
| PROPOSAL REASON: | Proposal: Currently, teams play 22 games inside their division, but only 12 games outside their division. This proposal is to start using a more balanced schedule starting in the 2003 MWWL season, so all teams have more of an equal opportunity at securing a wild card spot. The Commissioner may choose to deploy and any alternative schedule that achieves more balance, but here are three examples for reference. – 30-week seasonal schedule with 15 games (3 series) against non-divisional teams and 14 games (2 series) against divisional teams. The home and away schedule per specific team would have a 2-year rotational cycle, so one year a team would host 2 of 3 series, and the next year they would only host 1 of 3. – 30-week seasonal schedule with 16 games (4 series of 4 games) within the division and then 14 games (6 teams, 2 series) and 15 games (2 teams, 3 series) against non-divisional teams. – 25-week seasonal schedule with 18 games (3 series of 6 games) within the division and then 13 games (4 teams) and 14 games (4 teams) against half of the non-divisional teams with a 4-year rotational cycle.Reasoning: If passed, this proposal would have the Commissioner shift the schedule to a more evenly balanced schedule of the Commissioner’s choosing. |

| PROPOSAL #3 | GAME 163 |
| PROPOSAL REASON: | Proposal: If 2 teams tie for the 2nd wild card spot, the team with the best head-to-head record will act as the home team for a game 163. If they have the same head-to-head record, the additional tiebreakers will determine the home team.
If (3) or more teams are tied for the 2nd wild card spot, we will revert to the current tiebreaker rules for who gets in rather than run multiple game 163’s. The winner of game 163 will be awarded the final wild-card playoff spot, but will enter the playoffs without any rest days. A game 163 may also be utilized if two teams finish tied for a division and neither team qualified for one of the wild card spots. The commissioner always has the authority to render the go-forward strategy if/when more complicated scenarios occur. (Example four-way tie for both of the wild card spots) This would go into effect for the 2003 Season Reasoning: Currently, the league is using tiebreakers to determine the playoff seeding, possibly leaving a team on the outside because of that tiebreaker. (Example: Houghton and Dewitt finished the 2002 season tied with a 90-72 record, and they even had an 11-11 head-to-head record. Houghton won one of the secondary tie breakers, so they received the 2nd wild card. |
